Customs clearance in Belarus runs on the unified EAEU rates — the same as in Russia, but with several operational advantages: developed bonded warehouses in Brest, fast processing in Minsk, and direct transit corridors.

It can be moved — within the EAEU a car travels between member states. But it no longer saves money: since 1 April 2026 the recycling fee is topped up to Russian rates on registration in Russia. The whole scheme used to rest on that rate gap, and the gap is gone. If the car is for Russia, shipping directly via Vladivostok is cheaper and simpler.
